A couple of deep sea barges would do the trick, however, concealment would
be a problem. Any barge that had a completely tarp covered/enclosed cargo
would very quickly draw interest from NSA satellites and probably military
reconnaissance flights.

Maybe Tagruato Corp, working out of their Itoku Station facilitated planting
of the fake plane. Their subsidiary Bold Futura claims to use specialized
deep sea engineering technology and promises strict confidentiality :) One
of the PR claims on the company website states that they will be able to set
up an undersea construction site without a surface rig or support ship! :)
